A leakster has told the guys over at Android Police that Lollipop signed factory images for the Nexus 7 (2012) can be found on Google's servers. Their build is LRX21P, which the leakster claims is most likely the final version, and it does coincide with the build numbers of the Nexus 9's and the Nexus Player's OS – LRX21L and LRX21M.
The AP guys report that there is an issue with the bootloader image, resulting in a signature mismatch – though, the bootloader is the old 4.23, so if you have that – you can just skip fastboot and flash system.img and boot.img.
